This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 19 June 1996. The meeting began with the Chairman informing the delegates the the plenary session was due to start in 3 minutes. He outlined his plan for the plenary, stating that he would make a brief report on two issues, namely outstanding commitments by the parties to the Mitchell Principles, and developments in the process of reaching agreement on the procedural rules and proposals for the agenda. Subsequently, the Chairman would adjourn the session and the delegates would reconvene in the informal plenary format. Peter Robinson took issue with the term "a Committee of the Plenary" and suggested that the Chairman refer to the informal plenary using the phrase "participants conferring on an informal basis".
