This document is the Ulster Unionist Party's (UUP) position paper on 'Rights: Principles of Government', presented on 2nd March 1998. The UUP emphasises the importance of rights in any agreement about Northern Ireland's future governance. The paper identifies two principles: the territorial integrity of the state and the accommodation of differences within existing borders. It criticises the UK Government's approach to the Northern Ireland problem and advocates for the application of the 'European model' for solving the problems of a divided society. The UUP rejects the Frameworks Document as a basis for negotiation and proposes a structure of government in Northern Ireland that involves all parties. The UUP also emphasises the need for trust and the elimination of the democratic deficit in Northern Ireland.
