This document provides a detailed overview of the circumstances surrounding the submission made by DUP against PUP and UDP on 9 September 1996 and explains the decisions taken by the British and Irish Governments concerning the same. The paper provides a brief background on Rule 29 of the Rules of Procedure and the Mitchell Principles, and describes DUP's allegations that PUP and UDP's failure to condemn the statement issued by the CLMC on 28 August 1996 and the attack on Alec Kerr's home were all in violation of the Mitchell Principles. Both Governments decided that neither of the allegations warranted further action.
