This document is a summary record of a cross-strand meeting hold on 2 March 1998. The meeting focused on protecting human rights and ensuring their enforcement in any lasting settlement for Northern Ireland. The British Government emphasized the importance of incorporating a Human Rights Bill and the European Convention on Human Rights (ECHR) into domestic law. The Irish Government expressed its view that a cross-strand approach was necessary to address the Rights and Safeguards issue and suggested incorporating the ECHR into domestic legislation in the Republic. Alliance welcomed the Irish Government's statement regarding the incorporation of the ECHR but expressed skepticism about a Human Rights Covenant or Charter. Labour emphasized the importance of enforcing human rights. The NIWC asked for clarification on the British Government's suggestion of two separate charters of rights and expressed support for an independent human rights commission.
