This document records a discussion between Alliance, SDLP, NIWC, Sinn Féin and the British and Irish Governments delegates on DUP's eligibility to make a formal representation regarding the participation of Sinn Féin in the talks process. Though the document is undated and contains no reference to the larger meeting within which this debate took place, its position in the box relative to surrounding documents implies this debate took place during the plenary session on 15 September 1997. All four Northern Ireland parties mentioned above expressed the opinion that the DUP remained ineligible to make formal representations as long as it chose to remain absent from the talks process. The two Governments affirmed that they would be guided by the participants and the Chair regarding the issue.
