This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 2 July 1996. The Chairman proposed that they go over the rules of procedure amendments, and then start the discussion on the status of the Ground Rules. Seamus Mallon raised a point about how there was not going to be agreement on the rules of procedure till the questions of the agenda and the Ground Rules were resolved; the Ground Rules discussion in turn would also be inconclusive as delegates would want to see the rules of procedure first. Gary McMichael raised issues with DU2 and DU/UK1-4, noting that he was disappointed with Robert McCartney's dismissive response to the loyalist parties' contribution to the ceasefire and the democratic process. Ian Paisely responded by affirming that the phrase that McMichael and David Ervine took issue with applied to all parties. Reg Empey spoke in support of the UUP amendment GR17, which he said was necessary to account for situations where people failed to give up their commitments in accepting the Mitchell Principles. Michael Ancram indicated that he also wanted to table an amendment for GR17. Paisley noted that decommissioning should also be included in the amendment. McCartney raised the question of who would be responsible for expelling a party from the talks if they did not meet the participatory requirements. He also argued that DU2 would address the "eventuality" of a loyalist terrorist response to Sinn Féin/IRA activity. The meeting adjourned at 15.10.
