This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 2 July 1996. The meeting began with the Chairman inviting Michael Ancram to comment on his amendment proposal from the previous meeting regarding paragraph 7, against which several other amendments had been tabled. Robert McCartney asked Ancram for clarification about what problem he had with the DUP and UUP amendments which resembled the Governments' amendment closely. Regarding the amendments tabled by the DUP, Ian Paisley said that DU1, DU2 and DU4 all had the approval of Patrick Mayhew, and that the amendments captured the heart of the difference between the Ground Rules and the rules of procedure. McCartney also went on to speak at length about the Ground Rules, including his fears about both Governments' agenda to facilitate a specific outcome. He argued that the obstructions caused by the Ground Rules had to be removed in order for progress to be made. Gary McMichael asked for clarification regarding a phrase from DU2, and McCartney responded by noting that the UDP and PUP's continued involvement in the talks process depended on how the decommissioning issue was going to be addressed. The meeting adjourned at 13.03. The minute notes that the amendments compilation paper is enclosed in annex A; however, it is unavailable in this folder.
