This is the draft summary record of an opening plenary session on Monday 2 December 1996 at 12.10. The Chairman proposed that procedural issues raised by the UUP motion be discussed in preparation for a ruling on the following day. He then proposed that the parties attempt to reach agreement on decommissioning by Christmas following a further discussion in plenary. The UKUP raised concerns about the effect of Hume/Adams talks on negotiations and took issue with John Major's 28 November 1996 statement to the House of Commons. The DUP were frustrated that the SDLP had blocked the involvement of the Business Committee and questioned the intentions of the Irish Government. It was agreed to follow the Chairman's proposals and to circulate the parties' papers.
