This is the draft summary record of an opening plenary session on Tuesday 1 October 1996 at 17.25. The UKUP wanted to focus on criteria for admitting Sinn Féin to the talks process. They thought the peace process had increased sectarianism. The DUP recalled the importance of decommissioning and wanted it at the top of the agenda. The UUP was unclear about the status of the revised agenda. The British Government thought this was not much changed. Debate continued to focus on whether or not a decision would be taken collectively on decommissioning as part of the agenda, and on the status of the joint unionist proposals. The NIWC wanted to clarify unionist attitudes to the report of the international body. The UKUP and DUP highlighted recent PIRA attacks.
