This document contains the text of the opening remarks made by the British Government delegation in the plenary session of 27 January 1997. The unnamed delegate commented on the recent increase in paramilitary activity from republican and loyalist organisations, and the difficulty that the parties were facing in finding common ground on the issue of decommissioning. The delegate also reaffirmed his faith in the negotiations and proposed that they carry out bilateral talks to explore the scope for agreement on decommissioning.
