Earlier joint statement reassuring but Taoiseach percieved to be moving away from this and jumping on Hume/Adams bandwagon. Mayhew notes Taoiseach struggled at party conference and made contradicting statements to the joint statement. PM stands by constitutional guarantee. IRA showing signs of war-weariness, must not be rewarded for stopping violence. PM told Hume he would not depart from joint statement. UDA and UVF content with consent principle. Paramilitaries would stay hand so long as IRA not rewarded for cessation of violence.
