This document provides a record of a conversation that took place between Allen McVeigh and Seamus Close on 2 September 1996 at the Irish Summer Institute reception. Close confirmed that Alliance had not had contact with other parties during the break, and discussed the events at Drumcree, including the appointment of Ronnie Flanagan as Chief Constable designate. He claimed that the British Government would need to 'apply the big stick' with the unionists if they wanted to kick-start the talks. They also discussed the Forum and local government elections.
