A letter from Martin Howard, Private Secretary to the Northern Ireland Office, to John Holmes, Private Secretary to the Prime Minister., dated 25 July 1996. Attached is a paper of policy options for the scenario that the multi-party negotiations collapsed. It covers a selection of policy areas: improving direct rule; parity of esteem; Anglo-Irish co-operation; Constitutional reform; and continued pursuit of a political accomodation. Sections of the text in both the letter and policy paper are highlighted, and the document contains handwritten annotations by John Major, British Prime Minister.
