This document contains a note from Alan Whysall to Peter Bell dated 24 June 1996, in which he provides detailed comments on the constitutional issue related to articles 2 and 3 of the Irish Constitution, in relation to unionist expectations and Irish reactions. He proposes potential solutions for the British Government's approach to the issue, wherein he proposes that the Irish should be made to see the extent of unionist hostility to the Irish claim, without the impression that the British Government was encouraging this sentiment.
