This document provides a record of meetings between the British and Irish Governments that took place on 24 June 1996. They discussed possible amendments to draft rules, with the Irish Government expressing an unwillingness to support any further amendments. An intervention from Hugh Coveney broke the logjam, and the Irish Government requested time to consider the proposed amendments to paragraph 15. The Irish continued to be concerned about the possibility of encouraging David Trimble's demands, but finally acquiesced, and the amendments were jointly proposed to the Chairman at 21.45.
