This document contains the summary of various conversations between John Holmes, Private Secretary to Prime Minister John Major, and Paddy Teahon, Secretary General of the Department of the Taoiseach, that took place at different points on 11 July 1996. Holmes also recorded his conversation with Nancy Soderberg, US Deputy National Security Advisor, that took place late at night on the same day. Teahon spoke about the extent of the anger that people in Ireland had been feeling over RUC's [Royal Ulster Constabulary] decision to let the Orange Order march pass through Garvaghy Road, and also said that he found it difficult to believe that the RUC and the British Army could not have contained the situation. Soderberg on the other hand listened to Holmes' explanation of the Chief Constable's decision, and passed on concerns that the Nationalists in Northern Ireland and the Irish American community. Soderberg also commented that people wanted the British Government to do something "strong" to restore confidence, and that the Drumcree crisis had made the decommissioning issue more difficult. The two agreed that there was a need for an independent commission on parades to prevent similar situations from arising in the future.
