This document contains a memo that was written by John Holmes, Private Secretary to British Prime Minister John Major, to Major on 8 July 1996. Holmes informed Major that his letter to SDLP [Social Democratic and Labour Party] leader John Hume had been faxed to Hume that evening, and outlined the response he would give to Hume if he called to discuss the contents of the letter. Holmes also said that upon the advice of civil servants from the Northern Ireland Office, he had concluded that it would be best to remain open with the US and Irish Governments about the Hume/Adams initiative. He proposed that he would write to Anthony Lake [US National Security Advisor] and Paddy Teahon [Secretary General of the Department of the Taoiseach] the next day to give them an overview of where they stood on the initiative.
