This document records a phone conversation between John Wheeler, Security Minister for Northern Ireland, and Ken Maginnis, a member of the Ulster Unionist Party [UUP] that took place on 9 July 1996. Maginnis told Wheeler that he had heard rumours that the British Army was going to be deployed in Northern Ireland to disperse the crowd at Drumcree, and Wheeler replied saying that while the Army was going to be called to reinforce the ranks of the RUC [Royal Ulster Constabulary], the Government was not planning to disperse the 5000 Orangemen who had gathered at Drumcree. Wheeler also asserted that the district Orange Order and the local nationalist community should carry out negotiations to reach an accommodation. Maginnis felt that the Chief Constable's [Hugh Annesley] decision to re-route the march had been wrong, and also commented on the lack of operational experience demonstrated by the Deputy Chief Constable [Ronnie Flanagan].
