This document contains a letter written by John Holmes, Private Secretary to British Prime Minister [John Major], to Martin Howard, Private Secretary to the Secretary of State of Northern Ireland [Patrick Mayhew], dated 8 July 1996. Holmes expressed thanks to Howard for the draft letter that he had drafted, which was intended for SDLP [Social Democratic and Labour Party] leader John Hume and was written on the Prime Minister's behalf. He continued saying that he was attaching a revised draft of the same letter for Howard's perusal. Holmes also asked Howard for advice on whether they should provide the US and Irish Governments with more information about the Hume/Adams initiative, specifically asking whether they should show the two Governments and the Independent Chairmen the revised draft letter from the Prime Minister to Hume as well as Gerry Adams' [leader of Sinn Féin] letter to the Prime Minister from 26 June 1996.
