This document contains a note from Martin Howard, Private Secretary to Secretary of State for Northern Ireland, to John Holmes, Private Secretary to the British Prime Minister, from 5 July 1996. Howard noted that he was going to attach a revised draft letter to SDLP [Social Democratic and Labour Party] leader John Hume on British Prime Minister John Major's behalf. The revised letter attempted to set out the Government's position on the entry of Sinn Féin into the talks, and put a series of questions to Sinn Féin which made it clear that it was for them to prove their good faith to the British Government. Howard also warned Holmes against imposing harder tests on republicans than those that were imposed on loyalists. He confirmed that the Northern Ireland office thought a response to Hume should be put in writing, and that there was a strong case for informing the Irish and US Governments of their response to Hume.
