This document contains a record of a meeting that took place between the NIWC and the British Government on 20 June 1996. They discussed the rules of procedure as they stood, and Bronagh Hinds inquired about how a change in the Ground Rules or even the collapse of the talks would affect the Forum. Michael Ancram stated that a change in the Ground Rules would put the talks process to legal challenge, and the collapse of the talks would result in the Forum coming to a halt. The NIWC expressed concerns about the potential requirements to attend informal meetings in the talks, and the possibility that the Forum would elect a chairman from within the body.
