A letter from John Holmes, Private Secretary to the Prime Minister, to John Major, British Prime Minister, dated 22 July 1996. Holmes enclosed a draft letter to be sent to John Hume, SDLP [Social Democratic and Labour Party], responding to Sinn Féin's conditions for negotiating an IRA [Irish Republican Army] ceasefire. Holmes also outlined Sinn Féin's likely request for a meeting with British Government officials, and how such a meeting could be defended if it became public knowledge. The last page has a handwritten annotation by Edward Oakden, Private Secretary for Foreign Affairs, Defence, and Northern Ireland, about the proposed letter.
