This document summarises meetings from 1 October 1996 to agree the agenda for the opening plenary. Finnish Prime Minister Harri Holkeri chaired the meeting and circulated records of previous meetings, to which the DUP and UKUP objected in calls to include the exact questions to loyalist parties on a breach of the Mitchell principles. Considering the agenda was overshadowed in the morning due to DUP and UKUP concern at being excluded from UUP/SDLP meetings on decommissioning with the two Governments. Lord Alderdice of Alliance exacerbated the tension by questioning DUP integrity, to which the latter left the room. Lord Alderdice withdrew the comments after an adjournment and the sequence of the draft agenda was discussed. Wording of the agenda remained as the “outstanding difficulty”.
