The document contains a letter sent by John Major [British Prime Minister] to John Hume [leader of the Social Democratic and Labour Party] on 8 July 1996. In the letter, Major outlined the purpose of the talks that were taking place in Belfast and asserted that the negotiations would proceed with or without the attendance of Sinn Féin. For Sinn Féin to join the negotiations, they would have to demonstrate that the new ceasefire was genuine, and not a tactical device, and also prove that they were committed to the Mitchell Principles. Major went on to ask a series of questions that he said the Sinn Féin leadership would have to consider if they wanted to join the peace process, and also wrote that the British Government would only be able to host a ministerial dialogue with Sinn Féin after an unequivocal ceasefire was in place.
