This document contains a note from Alan Whysall which is dated 17 September 1996 and which provides an outline of the various ways in which the British Government could potentially deal with the Alliance representations. The note describes the substance of the complaints and the provisions under rule 29, and poses questions with regards to each complaint for British officials to consider when making a judgement. Finally, it describes the options with regards to the final determination, with emphasis on the impact it would have on the talks and on the attitude of the parties.
