This document contains a note from J M Legge to Quentin Thomas from 4 July 1996. Legge expressed a few concerns with the prospect of sharing information on punishment beatings with George Mitchell. He pointed out that the British Government providing information on paramilitary violence could impact the continuing presence of the loyalist parties at the talks, or, more importantly, it could be interpreted as such.
