This document contains the Alliance submission on constitutional issues to strand one and two. The original paper does not contain a date, but the head of the document shows that it was circulated within the British Government on 3 August 1996 and 17 October 1997. It emphasizes the importance of the principle of consent, of considering the devolution prcess which was taking place in Scotland and Wales, of the entrenchment of arrangements and protections for particular group and human rights, of amendments to articles 2 and 3 of the Irish Constitution, and on the incorporation of the principle of consent in the same terms in the British and Irish constitutions.
