This document contains a note from David Hill dated 24 June 1996, in which he comments on British aims with regards to the constitutional issue and the east/west relationship that would emerge from the talks. He stated that in his opinion, the terrirotial claim of the Irish Republic should be unambiguously removed, and the political elements of the Frameworks document would have to be enhanced to allow it to form the basis of a widely acceptable settlement.
