A letter from Robert Crawford, Private Secretary to the Northern Ireland Office, to John Holmes, Private Secretary to the Prime Minister, dated 30 July 1996. Crawford briefed Holmes on the situation of the multi-party negotiations, particularly the tensions between constitutional nationalists and Unionists and the 'very serious test' that the negotiations will face when they address decommissioning in September. Crawford emphasised a necessity for the British and Irish Governments to 'work together to find a way forward'.
