This document summarises talks on the two Governments’ proposal on decommissioning from 30 September 1996. It was indicated that the UUP did not accept the joint plan, which was confirmed in a press conference that afternoon. Their position set out that actual decommissioning had to precede negotiations, more conditions on Sinn Fein entry to talk were needed, and the Verification Commission should be strengthened over use of the plenary. The Irish Minister for Justice, Nora Owen, led the meeting to respond to the UUP view. It was concluded that a plenary on decommissioning was the only way forward. A bilateral with the UUP involved Patrick Mayhew, the Secretary of State, expressing disappointment and concern that the joint proposal was the last route for talks. The UUP reasoned that they were under pressure and concerned that they could be outvoted on the committee. They expressed they maintained flexibility despite their press conference on the publication.
