A letter from John Holmes, Private Secretary to the Prime Minister, to Martin Howard, Private Secretary to the Northern Ireland Office, dated 22 July 1996. It outlines a telephone call between Holmes and Paddy Teahon, Irish Government delegate to the multi-party negotiations, which took place on 20 July 1996. The conversation was about an approach by John Hume, SDLP [Social Democratic and Labour Party] leader, to assist in negotiating a ceasefire with Sinn Féin/the IRA [Irish Republican Army]. Holmes also mentioned John Major's, British Prime Minister, unease about the initiative.
