This document summarises the presentations on decommissioning that were made by the British Government, Alliance Party, and UUP on 30 October 1996. A lack of shift in the UUP position was noted. Senator George Mitchell, Chairman of Plenary in the multi-party peace talks, expressed hope that early consultation and agreement on decommissioning would allow a shift to three-stranded negotiations. Both governments acknowledged Mitchell’s view, but pointed out that such a shift would depend on the Northern Ireland parties’ reactions to the decommissioning statements made earlier that day. Irish officials drew the Chairman's attention to the DUP's briefing of the media on the earlier debate on the maximum number of supporting officials allowed in the Conference room. The document also refers to an inconclusive exchange of views between Michael Ancram [Minister of State for Northern Ireland] and Dick Spring [Tánaiste and Minister for Foreign Affairs], with Patrick Mayhew [the Secretary of State for Northern Ireland] joining later in the meeting.
