This document summarises the meeting between the British Government, Alliance Party, and UUP regarding decommissioning on 30 October 1996. This marked the end of the initial statements in the process. A lack of shift in the UUP position was noted. Senator George J. Mitchell, Chairman of Plenary in the Peace Initiative, expressed hope that early consultation and agreement on decommissioning could allow a shift to three-stranded negotiations in regard to the different relationships at hand. Both governments acknowledged Mitchell’s view but the parties’ reactions to the meeting’s statements would need to be taken into account. Irish officials raised previous disagreement over how many supporting officials were allowed in the conference room. The document concludes that the afternoon involved an inconclusive exchange of views between Michael Ancram (Minister of State for Northern Ireland) and Dick Spring (the Tanaiste and Minister for Foreign Affairs), who were later joined by Patrick Mayhew (the Secretary of State for Northern Ireland).
