This document summarises bilaterals with smaller parties to discuss decommissioning on 25 September 1996. British and Irish officials met about the involvement of experts on the decommissioning committee. Patrick Mayhew, the Secretary of State, had planned to meet with David Trimble of the UUP to discuss the joint Government “conclusions” paper but Trimble was unavailable. Mayhew was able to meet with the SDLP, where he was informed that the UUP were likely to raise the bar of requirements for entering three stranded negotiations. Mayhew raised the difficulty he found in working with the UUP but felt the Government had strived to address Unionist concerns. If the “conclusions” paper was rejected, an open plenary would be required. Mayhew sought to convince Trimble of the offer and also shared the paper with the Independent Chairmen. Senator George J. Mitchell wished Mayhew luck in UUP negotiations and acknowledged the Unionist pressure Trimble was under. Mitchell also reported on the day’s bilaterals where most parties accepted there was no need for a further plenary.
