A draft of a letter to be sent to John Hume, SDLP [Social Democratic and Labour Party] leader, and Gerry Adams, Sinn Féin leader, dated 23 July 1996. The draft outlines what the British Government believed to be Sinn Féin's conditions for negotiating an IRA [Irish Republican Army] ceasefire, and affirms that if understood correctly, the British Government would be willing to repeat the necessary assurances. It also states that the British Government would be willing to consider a meeting with Sinn Féin.
