This document summarises talks on decommissioning from 21 October 1996. Focused on the DUP view, the party leader Ian Paisley highlighted position changes from the British and Irish Governments. This involved retreating from requiring decommissioning before talks and the place of the IRA in democratic talks. Paisley also criticised the Mitchell Report. Conditions for Sinn Fein to enter negotiations were explored, as the Irish took SF leader Gerry Adams’ ceasefire talks seriously so criticised the three month waiting period.
