This document contains a note from Quentin Thomas to J M Legge from 4 July 1996. Thomas indicated that he agreed that any information on punishment beatings that they would provide to George Mitchell would be hard to translate into firm evidence that any party at the talks had demonstrably dishonoured its commitment to the Mitchell principles. He suggested that British Government officials start speaking to loyalist parties about this issue privately.
