This document contains a paper on rules and procedures as submitted by Alliance on 14 June 1996. It lays out a few basic principles that, it argues, should form the foundation of the guidelines that the delegates should follow. With regards to 'sufficient consensus', it recommends that they should adopt the mechanism from the South African model, in which a proposition would be considered to have 'sufficient consensus' if it had the support of a distinct majority of those delegations taking part (weighted in proportion to their share of the overall vote in the 30 May elections) and also the support of a majority on the unionist side and a majority on the nationalist side.
