SUMMARY RECORD OF INFORMAL DISCUSSIONS ON PROCEDURAL GUIDELINES AND AGENDA FOR PLENARY SESSION - WEDNESDAY 19 JUNE 1996 (morning)

1. At 11.57 the Chairman reconvened the meeting following the earlier adjournment and welcomed participants back, thanking them for their patience. He then indicated that the Plenary session was scheduled, as arranged, to begin in approximately 3 minutes. He outlined to the participants what his intentions were with regard to the Plenary and further business beyond it. He proposed that at noon, the informal meeting which participants were now in would recess, and a Plenary meeting would commence. At that meeting the Chairman would make a brief report on two specific issues:-
1) outstanding commitments by the parties to the Mitchell Principles; and
2) a report on progress with regard to the procedural rules and proposals for the Agenda.
The Chairman indicated at this point that he would then adjourn the Plenary session and reconvene the "committee of the Plenary" to enable two participants, namely Mr Robinson and Mr Mallon, to refer comments to the meeting as they had previously indicated their intention so to do. Following this, he would then adjourn the informal discussions to enable lunch to be taken and further considerations given to the position as arrived at prior to this session.
3. Mr Robinson raised a point with regard to the Chairman's description of the informal discussions being referred to as "a Committee of the Plenary". The Chairman asked for Mr Robinson's advice as to what description this meeting should have. Mr Robinson indicated that a term along the lines of "participants conferring on an informal basis" would be suitable. The Chairman accepted this and recessed the informal discussions at 12.00 noon.

The meeting began with the Chairman informing the delegates the the plenary session was due to start in 3 minutes.
