This document was presented by the British Government regarding the principles and requirements envisioned by the Government in relation to Strand 2. The paper states the need to formulate new relationships based on sufficient consensus and on the principles of consent and self-determination. It highlights the need for balanced accommodation and for new institutions to reflect protection of traditions and parity of esteem. Specifically with regards to the new arrangements between Northern Ireland and the Republic, the paper highlights that they should be legitimate, conducive to security co-operation, respectful of both major traditions of the island, innovative and dynamic in accordance with changing political realities, and able to benefit from the EU framework.
