This document is a summary record of a plenary session that took place on Tuesday, 17 February 1998 at Dublin Castle. The session was attended by various parties including the Independent Chairmen, Government Teams, and other political parties from Northern Ireland. The session was called to order at 5.10pm by the Chairman, who outlined the meeting's agenda. The two Governments were to outline their positions, followed by Sinn Fein and other parties making statements. A general discussion would follow, with Sinn Fein having another opportunity to respond at the end of the meeting. Sinn Fein indicated that they had a draft legal opinion and did not want to go to court. They asked for more time to deliberate or for the Chairman to make a judgement on the matter. The Chairman responded that he could not judge a document he hadn't seen yet and that the plenary should proceed as planned. Sinn Fein passed their legal opinion to the Chairman's staff and expressed their disappointment with the current state of the process. They emphasized their integrity and the fairness of the process. The Chairman explained that this was a political process, not a legal proceeding, and that he had made his ruling in good faith. He stated that if a court found his ruling in error, he would accept it. Sinn Fein formally asked for a short adjournment, which the Chairman granted. The meeting was adjourned at 5.28pm until 5.50pm.
