The paper provides a brief background on Rule 29 of the Rules of Procedure and the Mitchell Principles, and describes DUP's allegations that PUP and UDP's failure to condemn the statement issued by the CLMC on 28 August 1996 and the attack on Alec Kerr's home were all in violation of the Mitchell Principles. Both Governments decided that neither of the allegations warranted further action.
