This document was presented by Sinn Féin regarding the principles and requirements envisioned by the party in relation to Strand 2. Sinn Féin stated that peace could only come about in the form of a national political consensus which was best expressed in the form of a national representative democracy in a united Irish state. They noted that this should only come about through free agreement of the people of Ireland, and that the British Government should create conditions wherein this agreement can take place. The paper highlights the importance upholding the validity of nationalist and unionist identities and the democratic rights of citizes, and of instituting effective guarantees for individual and cultural rights. It also proposes that the ECHR and the Bill of Rights be incorporated and enacted to facilitate the protection of human rights and the rights and idenitities of minorites.
