This document contains the report of the International Body comprising George Mitchell, John de Chastelain and Harri Holkeri, dated 22 January 1996. The International Body was invited by the British and Irish Governments to provide an independent assessment of the decommissioning issue. This report is based on a series of meetings that took place in Belfast, Dublin and London between 9 December 1995 and 22 January 1996. The report recommended that all parties participating in the negotiations affirm their commitment to the principles of democracy and non-violence. It also noted that while paramilitary organisations were committed to decommissioning, they would not carry it out prior to all-party negotiations. Consequently, the report recommended a compromise: that the decommissioning of arms be carried out during the negotiation process. It suggested possible modalities for the process and proposed further confidence-building measures.
