This is the draft summary record of an opening plenary session on Monday 9 September at 12.08. The Chairman reported that the PUP and UDP had been shown copies of the DUP indictment and had agreed to submit their responses by 10.00 on the following day. The Chairman then proposed a structure and timetable for debate on the indictment. There was disagreement as to whether other business should continue in parallel—the DUP and UKUP were against this, whilst the other parties were in favour. The UKUP felt a time limit should be imposed on the Governments' deliberations whilst the Irish Government felt this was unjudicial, especially before they had seen the allegations.
