A set of speaking notes explaining the two governments' joint paper of 25 June 1997. The speaking notes decline to set a timetable for the decommissioning process itself, but emphasises that in must happen in parallel with the talks process. They do set out a detailed timetable for the establishment of the independent commission. They also give further information on the role envisaged for the subcommittees and stress that lack of agreement within them will not be a barrier to progress on the issue.
