This is the draft summary record of an opening plenary session on Wednesday 6 November 1996 at 10.30. The British Government apologised for the lack of Ministers at the earlier session. They and the Irish Government refused to commit to requiring 'Sinn Fein/IRA' to use the word 'permanent' in relation to any new ceasefire. The UUP questioned the Irish Government about the propsed subcommittee and the possibility of trading weapons for political concessions. The British Government confirmed they envisaged the enabling legislation being limited in operation to Northern Ireland. The DUP made it clear it would not participate in talks with Sinn Féin at least in the absence of decommissioning.
