Record of an opening plenary meeting on 4 November 1996 at 15.10 (OIC/PS44)

Writing Peace: George J. Mitchell Collection

This is the draft summary record of an opening plenary session on Monday 4 November 1996 at 15.10. The meeting centred on discussion of a joint DUP/UKUP paper which was circulated in written form to participants during the meeting. This paper proposed that participants vote on the proposals made by each delegation. The SDLP understood the joint paper as an attempt to alter the opening agenda, which had been agreed. The UUP continued to suggest that a determination should be reached by building up a list of agreed principles. There was further discussion of whether the conditions of entry for Sinn Féin into the talks process should form part of the decommissioning debate.
