Principles and Requirements of Confidence Building
The following principles are requirements, if adopted, will in the opinion of our Party to lead to the beginning of sincere confidence building measures among the participants and be the bedrock for any future political institutions evolving in Northern Ireland.
1. Principles of Confidence Building a. Confidence building should be a voluntary "realisation" to indicate sincerity. b. Confidence building should represent a respect for diversity. c. Confidence building is an unsolicited indication of genuine goodwill. d. Rewards and tests are not compatible with confidence building. e. Confidence building is not about the giving and receiving of concessions. Concessionary measures undermine confidence and is detrimental to a positive atmosphere. f. Confidence is about engaging constructively with others.

2. Requirements for Confidence Building a. We are all required to exercise responsibility for addressing each others needs in relation to confidence building. b. There is a requirement for all of to create a feeling of ownership within the wider community for this process, and to ensure that any measure of confidence gained by the participants here is disseminated to our respective constituencies. c. There is a requirement on all of us to support each other in addressing issues of social injustice and deprivation. There are a wide range of social inadequacies affecting the constituency that we represent which we believe everyone here can assist with. d. There is a requirement on all of us to make a firm commitment to the development of multi-cultural, equitable and pluralist society where cultural expression is not seen as elitism. e. Without prejudging the outcome of substantive talks on Strands 1, 2 and 3 there is a requirement on all of us to seriously address the totality of relationships between the British and Irish peoples on these islands. The object of this should be to build trust at grass roots level. f. We are in the process of producing papers on a range of social, economic and cultural issues as the basis for bi-lateral and multi-lateral discussion.
