This document contains a memo sent by Labour to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. Labour argued that while all participants should be at liberty to table motions, issues concerning the procedure should be referred to the Business Committee. Further, the issues taken up by the Business Committee should be deemed "significant" by the Chairmen and the Business Committee.
