Record of an opening plenary meeting on 6 November 1996 at 13.45 (OIC/PS47)

Writing Peace: George J. Mitchell Collection

This is the draft summary record of an opening plenary session on Wednesday 6 November 1996 at 13.45. The DUP asked the Irish Government about a timeline for decommissioning. The Irish Government said that no decommissioning could take place until Sinn Féin had joined the talks. In response to further questions from the DUP they outlined that they saw acceptance of the Mitchell principles as crucial evidence for the seriousness of a ceasefire. The UKUP questioned both governments further about the criteria for the acceptance of a ceasefire and stated that it would not participate in talks with Sinn Féin without prior decommissioning. The Alliance party elaborated on its proposals for an independent commission.
